SENATE BUDGET AND APPROPRIATIONS COMMITTEE

STATEMENT TO

SENATE, No. 4665

STATE OF NEW JERSEY

DATED:  OCTOBER 5, 2026

The Senate Budget and Appropriations Committee reports favorably Senate Bill No. 4665.

As reported, this bill amends the Fiscal Year 2027 appropriations act to reallocate funding provided for the Office of Volunteerism.

P.L.2026, c.87, which passed both houses of the Legislature on June 30, 2026, requires the Governor’s Office of Volunteerism in the Department of State, in collaboration with the Department of Human Services and the Department of Labor and Workforce Development, to modify and expand the State’s existing volunteer resources. The law is intended to make information regarding volunteer opportunities readily accessible to State residents seeking to comply with upcoming changes to federal work and community engagement requirements for Medicaid and SNAP benefits.  In the first fiscal year following enactment, the law requires the State to appropriate $200,000 to effectuate its provisions, including $100,000 for the Office of Volunteerism in the Department of State, $50,000 for the Department of Human Services, and $50,000 for the Department of Labor and Workforce Development.

The Fiscal Year 2027 appropriations act provides $319,000 to the Department of State for the Office of Volunteerism.  This bill requires $50,000 of that funding to be transferred to the Department of Human Services and $50,000 to be transferred to the Department of Labor and Workforce Development to effectuate the provisions of P.L.2026, c.87.
