SENATE TRANSPORTATION COMMITTEE

STATEMENT TO

SENATE, No. 4464

STATE OF NEW JERSEY

DATED:  OCTOBER 1, 2026

The Senate Transportation Committee reports favorably Senate Bill No. 4464.

As reported, this bill requires the New Jersey Turnpike Authority (NJTA) and the South Jersey Transportation Authority (SJTA) to establish and maintain toll discount programs for certain veterans with active New Jersey electronic toll collection system accounts.  Under the discount program, eligible veterans are to receive a 50 percent discount on tolls collected by or on behalf of the NJTA or the SJTA, respectively, by means of an electronic toll collection system.  The discount is to be available at all hours.

The toll discount programs administered by the NJTA and the SJTA, respectively, are to be available for a motor vehicle that:  (1) is owned or leased by the veteran; (2) is registered in the State of New Jersey; and (3) is linked to an active New Jersey electronic toll collection system account for the motor vehicle.

The NJTA and the SJTA are required to approve the application for the toll discount program of any veteran who provides satisfactory proof, as outlined in the bill, that the applicant has been discharged honorably or under general honorable conditions in any branch of the Armed Forces of the United States, or a Reserve component thereof, or the National Guard of this State or another state.
