STATEMENT TO

SENATE, No. 3786

with committee amendments

STATE OF NEW JERSEY

      The Senate Transportation Committee reports favorably and with committee amendments Senate Bill No. 3786.

      As amended and reported, this bill requires an operator who is actively engaged in operating a vehicle for the provision of paratransit services to announce, or cause to be announced by a recording system, every scheduled stop along the vehicle’s route.  Under current law, only operators of transportation services along fixed route transportation systems, which operate along a prescribed route according to a fixed schedule, are required to announce stops.  Because paratransit service excludes fixed route transportation services, paratransit operators are not currently required to make such announcements.

      As amended and reported by the committee, Senate Bill No. 3786 is identical to Assembly Bill No. 2132 (1R), which was reported by the committee on this date.

COMMITTEE AMENDMENTS:

      The committee amended the bill to: 

      (1)  expand the scope of the bill’s provisions from paratransit services provided by the New Jersey Transit Corporation through Access Link to all paratransit services provided by the State that operate on non-fixed transportation routes; and

      (2)  revise the bill’s synopsis.
