SENATE BUDGET AND APPROPRIATIONS COMMITTEE

STATEMENT TO

SENATE, No. 3445

with committee amendments

STATE OF NEW JERSEY

DATED: JUNE 24, 2026

The Senate Budget and Appropriations Committee reports favorably and with committee amendments Senate Bill No. 3445.

As amended, this bill revises the membership of the New Jersey State Board of Cosmetology and Hairstyling.

Currently, board membership includes six licensed cosmetologist-hairstylists, beauticians, or barbers.  The bill modifies the membership to instead require the board to appoint four individuals licensed in any of the professions for which the board issues a license, two owners or operators of a proprietary school of beauty culture or cosmetology and hairstyling in the State, and one licensed teacher.  Of the four members licensed as professionals and the member licensed as a teacher, one member is required to have experience and training in providing services to individuals with textured hair.

Under the bill, the board would still be required to appoint two owners or operators of a hair braiding shop in the State, three public members, and a State executive department member.

COMMITTEE AMENDMENTS:

The committee amended the bill to require the board to appoint four individuals licensed in any of the professions for which the board issues a license and two owners or operators of a proprietary school of beauty culture or cosmetology and hairstyling in the State.

FISCAL IMPACT:

This bill is not certified as requiring a fiscal note.
