STATEMENT TO

SENATE COMMITTEE SUBSTITUTE FOR

SENATE, No. 3412

with Senate Floor Amendments

(Proposed by Assemblywoman QUIJANO)

ADOPTED: JUNE 30, 2026

These floor amendments: 

(1) revise the findings and declarations;

(2) revise the definition of “covered online service provider” and “online service”;

(3) replace certain instances of “child,” “children,” “minor,” or “minors” with “covered child,” “covered children,” “covered minor,” or “covered minors,” as applicable and necessary;

(4) remove a provision that would have required the commissioner to adopt rules and regulations, if the commissioner elects to do so, by no later than 30 months after the effective date of the bill or Assembly Bill No. 4014 and Senate Bill No. 3411 of 2026-2027, whichever is later; and

(5) make technical changes.
