One-Time Fiscal Impact

Potential State Expenditure Increase

Indeterminate

·       The Office of Legislative Services (OLS) finds that the bill may result in a one-time indeterminate increase in expenditures to the New Jersey Motor Vehicle Commission to revise and produce a new State driver’s manual to include information concerning a driver’s rights and responsibilities during a law enforcement stop.  The OLS notes that the bill permits the commission to distribute all remaining copies of the existing driver’s manual before printing a revised version.

BILL DESCRIPTION

This bill requires the New Jersey Motor Vehicle Commission, in consultation with the Office of the Attorney General in the Department of Law and Public Safety, to include in the driver’s manual information regarding the rights and responsibilities of a driver when the driver is stopped by a law enforcement officer.  The bill authorizes the commission to distribute all remaining copies of any existing driver’s manual before reprinting the manual with the new information required by the bill.

OFFICE OF LEGISLATIVE SERVICES

The OLS finds that the bill may result in a one-time indeterminate increase in expenditures to the New Jersey Motor Vehicle Commission to revise and produce a new State driver’s manual to include information concerning a driver’s rights and responsibilities during a law enforcement stop.  It is not known if the new manual will be more expensive to produce than the current manual and, if so, by how much.

The commission may incur additional expenses to develop the required material in consultation with the Office of the Attorney General, translate the material into the languages in which the driver’s manual is published, update the electronic version of the manual, and incorporate the information into the next printed edition of the manual.

The bill permits the commission to distribute all remaining copies of the existing driver’s manual before printing a revised version.  The OLS anticipates that the commission and the Office of the Attorney General will be able to perform the required consultation and revisions using existing staff and resources.  Furthermore, the OLS anticipates that the commission will be able to make the required changes during the scheduled production of the new driver’s manual as existing materials are distributed.
