Office of Legislative Services Estimate

Fiscal Impact

Annual

State Expenditure Increase

Indeterminate

·         The Office of Legislative Services (OLS) concludes that this bill will result in an indeterminate increase in annual State expenditures for the New Jersey Department of Transportation associated with the design, fabrication, installation, and maintenance of highway exit signs identifying electric vehicle charging station locations.

·         The OLS cannot quantify the expenditure increase because the bill does not specify the number of eligible electric vehicle charging stations or the number of highway exits that would require signs.  Costs would vary depending on sign size, location, structural needs and whether installation occurs as part of scheduled maintenance or a separate project.

·         For context, a highway sign may cost approximately $2,000 per sign to erect and maintain.  This estimate includes material costs, the cost of designing the message onto the sign, labor costs for identifying the location along the roadway and installing the sign, and the cost of maintaining the sign over time.

BILL DESCRIPTION

This bill requires the department to erect and maintain highway exit signs to assist motorists in the identification of, availability of, and direction of electric vehicle charging stations.

The bill requires the dimensions and location of each electric vehicle charging station highway exit sign to comply with all applicable federal and State laws and meet all design and placement guidelines for such signs as established pursuant to the provisions of the “Manual on Uniform Traffic Control Devices for Streets and Highways” issued by the Federal Highway Administration in the United States Department of Transportation.

OFFICE OF LEGISLATIVE SERVICES

The OLS concludes that this bill will result in an indeterminate increase in annual State expenditures for the department associated with the design, fabrication, installation, and maintenance of highway exit signs identifying electric vehicle charging station locations.

The OLS cannot quantify the expenditure increase because the bill does not specify the number of eligible electric vehicle charging stations or the number of highway exits that would require signs.  Costs would vary depending on sign size, location, and structural needs as well as whether the signs are installed as part of scheduled maintenance or a separate project.

For context, a highway sign may cost approximately $2,000 per sign to erect and maintain.  This estimate includes material costs, the cost of designing the message onto the sign, labor costs for identifying the location along the roadway and installing the sign, and the cost of maintaining the sign over time.  Notably, this estimate is based on information available that specified that certain American Recovery and Reinvestment Act informational road signs cost approximately $2,000 per sign.  However, those informational road signs were likely larger and more costly than the signs that may be erected pursuant to this bill.
