STATEMENT TO

ASSEMBLY, No. 4887

STATE OF NEW JERSEY

DATED: JUNE 4, 2026

The Assembly Consumer Affairs Committee reports favorably Assembly Bill No. 4887.

As reported by the committee, this bill requires that every television that is located in any portion of a building owned or leased by the State that is available for viewing by members of the public or public employees to display closed captioning for all programming for which closed captioning is available.  Under the bill, “closed captioning” is defined as the visual display of written words on a television screen of the audio portion of video programming.

The bill does not apply to any television manufactured before the bill’s effective date that cannot accommodate closed captioning.

As reported by the committee, Assembly Bill No. 4887 is identical to Senate Bill No. 3237, which was also reported by the committee on this date.
