ASSEMBLY, No. 4740

with Assembly Floor Amendments

(Proposed by Assemblyman CALABRESE)

ADOPTED: SEPTEMBER 24, 2026

These floor amendments provide that the Attorney General, rather than the Chief Administrator of the New Jersey Motor Vehicle Commission (chief administrator), is to develop and approve a training course on recognizing and reporting suspected human trafficking activities (training course) for any individual applying for a commercial driver license.  The amendments also:  (1) require the Attorney General in consultation with the chief administrator, rather than the chief administrator, to review the training course; (2) require the Attorney General in consultation with the chief administrator, rather than the chief administrator, to modify the training course, as the Attorney General deems necessary; (3) require the Attorney General in consultation with the chief administrator to approve providers of the training course; and (4) authorize the Attorney General, in addition to the chief administrator, to parter with private-sector stakeholders to facilitate the delivery of the training course.  The amendments also authorize the Attorney General, in consultation with the chief administrator, rather than the chief administrator, to approve curriculums for employer-administered training programs.

The amendments also provide that the training course may consist of, incorporate, or be adapted from the anti-human trafficking course approved by the Attorney General pursuant to current law so long as the course satisfies requirements under the bill.  The amendments provide that an individual required to complete the training course is to certify to the New Jersey Motor Vehicle Commission that the individual completed the training course and specify that the certification is required to identify the date the training course was completed and the approved training provider through which the individual completed the training course.

The amendments authorize the chief administrator to require an individual or approved training provider to retain or provide documentation sufficient to verify the individual’s completion of the training course.

Finally, the amendments incorporate a statutory update to section 1 of the bill.
