ASSEMBLY, No. 4731
STATE OF NEW JERSEY
DATED: MAY 28, 2026
The Assembly Regulated Professions Committee reports favorably Assembly Bill No. 4731 (1R).
This bill requires the Director of the Division of Consumer Affairs (director) to adopt emergency rules and regulations establishing a model policy for the use of generative artificial intelligence by a licensee in the practice of a profession or occupation regulated by each professional and occupation board within the division. The model policy is to be established within six months of the bill’s enactment. Within nine months of the establishment of the model policy or at the next regularly scheduled meeting of each professional or occupational board, each professional and occupation board is to adopt the model policy with any necessary profession or occupation-specific adaptations.
As used in the bill, “generative artificial intelligence” means a technology system that: (1) is trained on data; (2) is designed to simulate human communication through one or more of the following: (a) text; (b) audio; or (c) visual communication; and (3) generates non-scripted outputs with limited or no human oversight.
