·       The Office of Legislative Services (OLS) finds that the bill will result in an annual indeterminate State expenditure increase to the New Jersey Innovation Authority and the Office of Information Technology due to the required establishment of the online Statewide tracking system for certain permits issued by the State.

·       The Office of Information Technology will likely bear the majority of the costs as the office is responsible for providing the platform for the application and the necessary permit data for the dashboard.

·       The OLS finds that various State agencies may also experience expenditure increases due to their required cooperation with the New Jersey Innovation Authority and the Office of Information Technology to fully support the dashboard.

BILL DESCRIPTION

This bill establishes a Statewide dashboard to track the status of certain permit applications to improve accountability and reduce delays within the State permitting process.

The New Jersey Innovation Authority and the Office of Information Technology are required to develop and maintain an online Statewide tracking system, referred to as the dashboard, for certain permits issued by principal departments in the Executive Branch of the State and any agencies, commissions, boards, bureaus, offices, or instrumentalities within or created by the principal departments, and any independent State authority, commission, instrumentality, or agency. The Office of Information Technology is responsible for providing the enterprise platform for any application and permit data necessary for the dashboard.

The dashboard is required to be an interactive, online portal that displays the status and progress of State permit applications for active projects in the State and allows for the tracking of permit applications by permit applicants, State departments, and the public.

The bill also requires the entities whose permits are featured on the dashboard to cooperate fully with the New Jersey Innovation Authority and the Office of Information Technology to support the dashboard, including the timely submission of data as requested, to the extent available resources will permit. County and municipal governments may also be encouraged to cooperate at the discretion of the New Jersey Innovation Authority and the Office of Information Technology.

OFFICE OF LEGISLATIVE SERVICES

The OLS finds that the bill will result in an annual indeterminate State expenditure increase to the New Jersey Innovation Authority and the Office of Information Technology due to the required establishment of the online Statewide tracking system for certain permits issued by the State, referred to as the dashboard. The OLS notes that the FY 2027 Governor’s Budget includes an additional $13.3 million for the New Jersey Innovation Authority, which will support major operating initiatives like the permitting dashboard and the New Jersey Report Card.  Although the specific cost estimate for the dashboard cannot be teased out from this figure, it is likely that it will be a multi-million endeavor.

The Office of Information Technology will likely bear the majority of the associated costs as the office is responsible for providing the platform for the application and the necessary permit data for the dashboard. However, the OLS is unable to determine the actual cost of establishment and maintenance.

Additionally, the OLS finds that principal departments of the Executive Branch of the State may also experience expenditure increases due to the required cooperation with the New Jersey Innovation Authority and the Office of Information Technology to fully support the dashboard.  The OLS is unable to determine whether the principal departments will need additional resources or staff to meet this requirement.

To the extent that local governments are encouraged to participate in the submission of data, materials, and process updates to the Innovation Authority and Office of Information Technology for their inclusion in the dashboard, local government costs could increase as well.

The OLS also notes that reduced permitting delays could generate economic benefits and potentially reduce state administrative costs over time.
