ASSEMBLY PUBLIC SAFETY AND PREPAREDNESS COMMITTEE
STATEMENT TO
ASSEMBLY COMMITTEE SUBSTITUTE FOR
ASSEMBLY, No. 4202
STATE OF NEW JERSEY
DATED: October 19, 2026
The Assembly Public Safety and Preparedness Committee reports favorably an Assembly Committee Substitute for Assembly Bill No. 4202.
This committee substitute requires the collection of DNA samples for certain arrests.
Current law requires that a blood or other biological sample be collected from every adult and juvenile convicted or found not guilty by reason of insanity of a crime of the first, second, third, and fourth degree, as well as for convictions of specified disorderly persons offenses. Current law also requires that a blood or other biological sample be collected from every adult and juvenile arrested for certain crimes, such as aggravated sexual assault, sexual assault, aggravated criminal sexual contact, criminal sexual contact, and murder.
This committee substitute expands the list of crimes for which a DNA sample is required to be collected from a defendant upon arrest to include those persons arrested for human trafficking, aggravated arson, arson, carjacking, burglary, home invasion burglary, and residential burglary.
As reported by the committee, the substitute bill is identical to the Senate Committee Substitute for Senate Bill No. 4312.
