STATEMENT TO

ASSEMBLY, No. 3407

with Assembly Floor Amendments

      These floor amendments require the Secretary of Higher Education to issue guidelines and criteria to institutions of higher education within six months of the date of enactment of the bill for verifying that a student qualifies for the exemptions provided under the bill. The amendments also require the provisions of the bill to comply with all applicable federal and State anti-discrimination and privacy laws.
