STATE OF NEW JERSEY

DATED:  JUNE 1, 2026

The Assembly Science, Innovation and Technology Committee reports favorably Assembly Bill No. 3082.

As reported, this bill authorizes the Commissioner of Transportation (commissioner) to establish public-private partnerships to share de-identified traffic data.  Under this bill, the commissioner or the commissioner’s designee may, in consultation with the Office of Information Technology, enter into a public-private partnership agreement with a private entity that permits the private entity to assume full financial and administrative responsibility for the development of a data-sharing project.  The purpose of a data-sharing project is to collect, share, and utilize de-identified data, including but not limited to precise geolocation data, to provide motorists and the Department of Transportation with accurate, up-to-to-date information about road closures, driving conditions, and rainfall.  The bill also affirms that a private entity that is part of a public-private partnership is required to follow State data privacy laws.

This bill was pre-filed for introduction in the 2026-2027 session pending technical review.  As reported, the bill includes the changes required by technical review, which has been performed.
