· The Office of Legislative Services (OLS) finds that the bill will potentially produce annual State revenue and expenditure increases.
· In response to an FY2025 OLS Discussion Point, the commission indicated that it faced an upfront cost of $46,423 to set up a license plate program, which includes computer changes and an initial print run of 900 license plates.
· There are approximately 39,400 veterans living in New Jersey with a disability rating of 30 percent to 90 percent. Notably, the provisions of this bill only apply to disabled vets with a disability rating of 70 percent or higher. Because information is not available on the number of disabled veterans in the State with a disability rating over 70 percent, for the purposes of this analysis the OLS assumes that 33.3 percent or roughly 13,100 veterans would be eligible for the license plate prescribed by bill. The OLS estimates that approximately 10 percent to 50 percent of that population (approximately 1,310 to 6,550 veterans) will apply for the disabled veteran license plate. Based on these assumptions, the OLS estimates that the bill will generate $65,500 to $327,500 in revenue from application fees for the disabled veteran license plates in the first year of enactment.
BILL DESCRIPTION
This bill requires the New Jersey Motor Vehicle Commission to issue, upon application, disabled veteran license plates that display the words “Disabled Veteran” and a wheelchair symbol for any motor vehicle owned or leased and registered in the State by a disabled veteran or by a person furnishing transportation on behalf of a disabled veteran. There is to be a one-time license plate application fee of $50 payable to the commission.
Additionally, the bill establishes the Veteran Housing Fund in the Department of Community Affairs into which the commission is required to deposit monies received with the license plate applications. The funds will supplement current State and federal funding for veteran housing programs administered by the State.

Using data compiled by the United States Department of Veterans Affairs, the OLS estimates that there are approximately 39,400 veterans living in New Jersey with a disability rating of 30 percent to 90 percent. Notably, the provisions of this bill only apply to disabled vets with a disability rating of 70 percent or higher.
