ASSEMBLY HIGHER EDUCATION COMMITTEE
STATEMENT TO
ASSEMBLY, No. 2349
with committee amendments
STATE OF NEW JERSEY
DATED: OCTOBER 5, 2026
The Assembly Higher Education Committee reports favorably and with committee amendments Assembly Bill No. 2349.
Under the provisions of the “New Jersey College Student and Parent Consumer Information Act,” institutions of higher education are required to provide for public inspection on their websites information on the cost of attendance, the graduation rates of admitted students, and the faculty of the institution. The purpose of the information is to maximize the awareness of students and their families of the costs associated with enrollment in the institution, the institution's success in ensuring the graduation of its students, and the composition of the teaching faculty that a student will encounter in his coursework.
This bill amends that law to require the institutions to also provide the information on students who are exclusively enrolled in online education courses at the institution, and for students enrolled in a graduate degree program at the institution.
This bill was prefiled for introduction in the 2026-2027 session pending technical review. As reported, the bill includes the changes required by technical review, which has been performed.
COMMITTEE AMENDMENTS:
The committee amended the bill to:
· incorporate certain statutory updates enacted as part of P.L.2021, c.349 and P.L.2026, c.15; and
· revise the effective date to make the bill first applicable to the first academic year following the date of enactment.
