SENATE CONCURRENT RESOLUTION No. 11
with Senate Floor Amendments
(Proposed by Senator SMITH)
ADOPTED: FEBRUARY 25, 2025
These floor amendments would update the concurrent resolution’s existing definition of “peaking power plant,” in order to clarify that such a plant will only be eligible for exemption, from the constitutional prohibition established under the resolution, if that plant has a maximum capacity factor of not more than 10 percent. The amendments would additionally define the term, “capacity factor,” to mean: the unitless ratio, indicated as a percentage rate, of the total amount of electric energy that is actually output by an electric power generation facility, throughout a calendar year, over the theoretical maximum amount of electrical energy that is capable of being output by the same facility, during the same calendar year, given the facility’s nameplate capacity.
