SENATE BUDGET AND APPROPRIATIONS COMMITTEE

STATEMENT TO

SENATE, No. 4841

STATE OF NEW JERSEY

DATED:  JANUARY 8, 2026

The Senate Budget and Appropriations Committee reports favorably Senate Bill No. 4841.

This bill clarifies the licensure requirements of home improvement and home elevation contractors under current law.  The bill stipulates that no individual is to perform home improvement services or home elevation services unless:  (1) licensed by the New Jersey State Board of Home Improvement and Home Elevations Contractors or (2) working under the direction or supervision of an individual licensed by the board.

FISCAL IMPACT:

The Office of Legislative Services (OLS) finds that this bill’s provisions expanding who may perform home improvement or home elevation services to include, in addition to licensed individuals, those individuals working under the direction of a licensed individual, may result in an indeterminate annual State revenue increase from application fees, licensure fees, fines, and penalties.

Additionally, increased expenditure costs from licensure enforcement may be incurred by the Division of Consumer Affairs.  However, the OLS cannot determine the potential costs to the division due to the uncertainty regarding the number of individuals or contractors who will be regulated and the specific operational decisions the New Jersey State Board of Home Improvement and Home Elevation Contractors will make to implement this bill.
