· The Office of Legislative Services (OLS) estimates that this bill will result in an annual indeterminate increase in State expenditures associated with the creation of an “electric motorized bicycle” category and the redefinition of certain existing electric and motorized bicycle classifications.
· Additionally, the OLS estimates that the bill will result an indeterminate increase in annual State revenues in year two of enactment attributable to fee collections for licensing, examinations, and registrations of newly classified “electric motorized bicycles” and “low-speed electric bicycles.”
BILL DESCRIPTION
This bill revises the statutory framework governing electric and motorized bicycles by creating a new category of “electric motorized bicycle” and redefining certain existing bicycle classifications. Additionally, the bill requires the registration and licensing of “electric motorized bicycles” and “low-speed electric bicycles.”
The bill requires any law enforcement officer investigating an accident involving a “motorized bicycle” or “low-speed electric bicycle” to report the accident to the Department of Transportation and the New Jersey Motor Vehicle Commission.
The bill provides a one-year registration, examination, and licensing fee waiver for certain “motorized bicycles” and “low-speed electric bicycles.”
Lastly, the bill requires the commission and the department to prepare and submit: (1) an annual report to the Legislature concerning all information collected regarding the registration of motorized bicycles in this State since 2019; and (2) an annual report concerning the registration of low-speed electric bicycles and motorized bicycles in the State.

OFFICE OF LEGISLATIVE SERVICES
The OLS estimates that the bill will result in an annual indeterminate increase in State expenditures associated with the creation of an “electric motorized bicycle” category and the redefinition of certain existing electric and motorized bicycle classifications. Additionally, the OLS estimates that the bill will result an indeterminate increase in annual State revenues in year two of enactment attributable to fee collections for licensing, examinations, and registrations of newly classified “electric motorized bicycles” and the redefinition of “low-speed electric bicycles” and “motorized bicycles.”
The OLS anticipates an increase in administrative costs for the commission and the department to update information technology systems, communications, and production of the reporting requirements outlined in the bill. The OLS estimates that a large portion of the duties required under the bill could be subsumed within existing commission and department staff duties.
The bill provides a one-year registration fee waiver for certain bicycles. The State will begin to capture revenue from electric motorized bicycles and low-speed electric bicycles registration fees beginning in year two after the enactment of the bill including fines collected for violations of provisions outlined in the bill. The OLS cannot calculate the magnitude of these potential revenue increases because it cannot predict how many electric motorized bicycles and low-speed electric bicycles will be registered in the State.
