SENATE BUDGET AND APPROPRIATIONS COMMITTEE

STATEMENT TO

SENATE, No. 4824

STATE OF NEW JERSEY

DATED:  NOVEMBER 13, 2025

The Senate Budget and Appropriations Committee reports favorably Senate Bill No. 4824.

As reported, this bill amends the Fiscal Year 2026 appropriations act to reassign an existing appropriation for the City of Perth Amboy – Borinqueneer Park Improvements to the Borinqueneers Park Education Alliance – A New Jersey Non-Profit Corporation.  The Fiscal Year 2026 annual appropriations act currently allocates $350,000 to the City of Perth Amboy for Borinqueneer Park Improvements.  This bill reassigns that appropriation to the Borinqueneers Park Education Alliance.  The bill does not increase appropriations in the FY 2026 appropriations act.

The Borinqueneers Park Education Alliance is a non-profit entity established to support the construction of a memorial in the City Perth Amboy to the 65th Infantry Regiment of the United State Army, nicknamed “The Borinqueneers.”  The 65th Infantry Regiment was a segregated, Puerto Rican unit of the United States Army cited for its bravery during the Korean War.  The 65th Infantry Regiment was awarded the Congressional Gold Medal in 2016.
