STATEMENT
This bill makes a FY 2026 supplemental appropriation of $45.0 million from the General Fund to the Department of Human Services to carry out the recommendations of, and the strategic plan issued by, the Opioid Recovery and Remediation Advisory Council (the council).
P.L.2023, c.25 (C. 26:2G-39 et seq.) designates the Department of Human Services as the State’s lead agency for directing the disbursement and allocation of the State’s share of the opioid settlement funds according to the terms of the national opioid litigation settlement agreement. The statute specifies that the department will consult with the council in directing the disbursement of the opioid settlement funds.
The council issued its inaugural strategic plan, which guides the State’s expenditures of opioid settlement funds through 2030, in June 2025.
