An Act concerning Consolidated Municipal Property Tax Relief Aid and supplementing P.L.1999, c.168 (C.52:27D-442).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding the criteria for designating qualifying municipalities as provided in section 1 of P.L.1978, c.14 (C.52:27D-178), a city of the third or fourth class, as defined in N.J.S.40A:6-4, in a county of the sixth class, as defined in N.J.S.40A:6-1, where the municipality has either the highest effective property tax rate in the county, or is within the top three percent of the most distressed municipalities in the State, as determined by the Department of Community Affairs' Municipal Revitalization Index, or both, shall be designated as a qualifying municipality for receiving Consolidated Municipal Property Tax Relief Aid.
2. This act shall take effect immediately.
STATEMENT
This bill provides that, notwithstanding the criteria to be considered a “qualifying municipality” for the purpose of receiving urban aid, a city of the third or fourth class in a county of the sixth class where the municipality has either the highest effective property tax rate in the county, or is within the top three percent of the most distressed municipalities in the State, as determined by the Department of Community Affairs' Municipal Revitalization Index, or both, is to be designated as a qualifying municipality for receiving Consolidated Municipal Property Tax Relief Aid (CMPTRA). The provisions of the bill allow the City of Wildwood and the Borough of Woodbine, both in Cape May County, to qualify for CMPTRA.
