SENATE HEALTH, HUMAN SERVICES AND SENIOR CITIZENS COMMITTEE
STATEMENT TO
SENATE, No. 4545
with committee amendments
STATE OF NEW JERSEY
DATED: NOVEMBER 13, 2025
The Senate Health, Human Services and Senior Citizens Committee reports favorably and with committee amendments Senate Bill No. 4545.
This bill modifies current law regulating the method in which epinephrine is administered in schools, institutions of higher education, and youth camps during emergency circumstances where an individual is experiencing anaphylaxis. Specifically, the bill removes references in current law requiring the use of a pre-filled auto-injector mechanism to administer epinephrine and replaces it with the term “single use dose epinephrine.” In doing so, this bill expands the emergency use of epinephrine in these settings to include epinephrine nasal spray, as well as future advances in this area of medicine.
COMMITTEE AMENDMENTS:
The committee amendments expand the scope of the bill to include institutions of higher education and youth camps.
The committee amendments remove all references to the phrase “epinephrine via an FDA approved mechanism” and replace it with the phrase “single unit dose epinephrine mechanism.”
The committee amendments update the bill’s title and synopsis to reflect these changes.
