ASSEMBLY REGULATED PROFESSIONS COMMITTEE

STATEMENT TO

SENATE, No. 4387

with committee amendments

STATE OF NEW JERSEY

DATED:  NOVEMBER 24, 2025

The Assembly Regulated Professions Committee reports favorably and with committee amendments Senate Bill No. 4387.

As amended, this bill stipulates that the Division of Consumer Affairs is to develop, or may enter into a contract with a third-party vendor to develop, an automated system for use by the boards, committees, or other entities in the division that regulate a profession or occupation which requires a licensee to complete continuing education to renew a license to track the credits or hours completed by each licensee.  The system is to determine if a licensee is in compliance with the continuing education requirement of the particular profession or occupation in time for the renewal of a license, notwithstanding any hardship experienced by a licensee that has been determined by the requisite board, committee, or other entity.

As amended and reported by the committee, Senate Bill No. 4387 is identical to Assembly Bill No. 5715, which was also amended and reported by the committee on this date.

COMMITTEE AMENDMENTS:

The committee amended the bill to:

      (1)  stipulate that Division of Consumer Affairs may enter into a contract with a third-party vendor to develop an automated system to track continuing education; and

      (2)  change the effective date.
