BILL DESCRIPTION

This bill is known as the “Ease of Doing Government Business Act” and requires State and local government entities to simplify procedures and expedite government transactions.

Under the bill, each State and local government entity that provides direct services to the public is required to undertake a review of its operations and identify steps to streamline and expedite government transactions within 180 days of the effective date of the bill.  Direct services to the public include the issuance of licenses, clearances, permits, certifications, and authorizations.  Following the initial review, the bill requires the executives of each State and local government entity to annually review all transactional services provided by the entity to determine the steps that can be taken to simplify, streamline, and expedite government services in a manner that increases the efficiency of such transactions.  The steps include the simplification of processes, the reduction of redundancies, and the elimination of waste.

The bill also requires each State and local government entity to implement online resources, automated services, or any other technologies, wherever feasible, to make the delivery of government services more efficient and responsive to the needs of the State.  These tools are required to use easily comprehensible language, provide the option for users to select the language utilized for the delivery of services, and permit individuals to provide feedback.  All feedback must be reviewed within 30 days of its submission and be considered when the respective entity adopts plans to increase the efficiency of its services.

The bill defines “State and local government entity” as any offices, departments, and agencies of the Executive Branch of this State, and any commission, board, bureau, division, office, or instrumentality thereof, as well as any county, municipality, district, and any local commission, board, bureau, division, office, or instrumentality thereof.

FISCAL ANALYSIS

EXECUTIVE BRANCH

      None received.

OFFICE OF LEGISLATIVE SERVICES

The OLS estimates that the bill may decrease annual expenditures of affected State and local government entities due to the potential expediting and streamlining of the provision of direct services to the public through the simplification of processes, the reduction of redundancies, and the elimination of waste.  The amount of the reduction in expenditures will likely vary between the affected entities, depending on the volume of direct services provided to the public.  Additionally, some entities may be limited in their ability to expedite and streamline the provision of their services, especially if such steps have already been taken by an entity in recent years.

The OLS also estimates that the bill may increase annual expenditures of affected State and local government entities due to the potential implementation of online resources, automated services, or other technologies required to increase the efficiency of the delivery of government services.  The amount of the increase in expenditures will also likely vary between the affected entities, as some may require more technological upgrades than others to achieve the desired level of efficiency.  The bill may also lead to an increase in administrative workloads for the affected entities due to the required annual reviews of the entities’ provision of transactional services and the continuous reviews of the feedback provided by members of the public.
