Up to $1 million

Annual State Expenditure Increase – Human Trafficking Survivor Leader Advisory Council

Indeterminate

·         The Office of Legislative Services (OLS) concludes that the Department of Law and Public Safety would incur a time-limited cost increase of up to $1 million for the expanded role of the existing Commission on Human Trafficking related to the World Cup, which includes the development of a public awareness campaign on human trafficking for the event and the submission of a report regarding anti-trafficking efforts the State may undertake as a host of the event.  The 2026 World Cup is scheduled to take place from June 11, 2026 to July 19, 2026.

·         The OLS finds an indeterminate amount of annual costs will also accrue to the newly established Human Trafficking Survivor Leader Advisory Council within the department, a permanent council required to support the State’s anti-trafficking efforts.  Expenses of the council will include: member stipends; reimbursement of certain member expenses; and the costs of the Division of Violence Intervention and Victim Services in providing administrative support to the council.

BILL DESCRIPTION

The bill requires the existing Commission on Human Trafficking in the Division of Criminal Justice in the Department of Law and Public Safety to evaluate existing law, review existing programs or create new initiatives, promote a coordinated response, and develop mechanisms to increase public awareness of the rise of human trafficking in anticipation of the 2026 FIFA World Cup.  The bill requires the commission to develop for distribution a public awareness campaign and signage related to the risk of human trafficking prior to and during the event.  It also requires any entity or business that is currently required to post signage related to human trafficking to also post public awareness signage related to the World Cup.  Finally, the commission is required to issue a report to the Governor and Legislature regarding anti-trafficking efforts the State may undertake as a host of the World Cup no later than 180 days after the bill’s effective date.

The bill creates the Human Trafficking Survivor Leader Advisory Council within the Division of Violence Intervention and Victim Assistance in the department.  The council is required to consult with and advise the division and the commission by providing victim perspectives on issues related to human trafficking and the World Cup.  The council consists of at least seven members, but not more than 11 members, appointed by the Office of the Attorney General.  Members are to receive a stipend for their services, as well as be reimbursed for any necessary costs incurred in the performance of their duties.  The council is required to hold at least eight meetings per year, and the Division of Violence Intervention and Victim Services is to provide staff support to the council.

The bill requires the Office of the Attorney General to issue directives to law enforcement and prosecuting agencies in the State related to the identification of and response to the increased risk of human trafficking crimes prior to and during the World Cup.

The bill appropriates $1 million to the department for its responsibilities under the bill.

OFFICE OF LEGISLATIVE SERVICES

The OLS concludes that the Department of Law and Public Safety would incur a time-limited cost increase of up to $1 million for the expanded role of the existing Commission on Human Trafficking related to the World Cup, which includes the development of a public awareness campaign on human trafficking for the event and the submission of a report regarding anti-trafficking efforts the State may undertake as a host of the event.  The 2026 World Cup is scheduled to take place from June 11, 2026 to July 19, 2026.

The tasks required of the commission under the bill largely reflect the commission’s current statutory duties, except with a focus on the time period surrounding the 2026 World Cup.  The OLS also notes that the commission presently provides a printable public awareness sign concerning human trafficking on its website in both English and Spanish, which applicable entities are required to print and post on their premises.  The same entities are required to post the public awareness signage required to be developed by the commission under the bill.

An indeterminate amount of annual costs will also accrue to the newly established Human Trafficking Survivor Leader Advisory Council within the department, a permanent council established under the bill to be comprised of between seven and 11 people who meet certain criteria such as being a survivor of human trafficking.  Under the bill, the council is to support the commission in identifying anti-trafficking efforts the State may undertake as a host of the 2026 World Cup, as well as the broader on-going efforts of the State regarding human trafficking, by providing an informed victim perspective.  Expenses of the council will include: member stipends; reimbursement of certain member expenses; and the costs of the Division of Violence Intervention and Victim Services in providing administrative support to the council.
