Office of Legislative Services Estimate

Fiscal Impact

One Time

State Expenditure Increase

Up to $1 million

·       The Office of Legislative Services (OLS) concludes that the State would incur a one-time expense of up to $1 million for the establishment and support of the Governor’s Survivor Leader Advisory Council in the Department of Health and for the development of a public awareness campaign on human trafficking related to the 2026 FIFA World Cup.  The council and the Office of the Attorney General are also required to release a report on their findings and recommendations and have other ancillary administrative responsibilities under the bill.

·       If the full $1 million appropriation provided in the bill is not expended in the first year, the residual amount will be spent in the subsequent fiscal years until the full $1 million is exhausted.  The advisory council is to be dissolved upon submission of the required report or one year after the conclusion of the World Cup final, so no costs are expected beyond July 2027.

BILL DESCRIPTION

This bill creates the Governor’s Survivor Leader Advisory Council in the Department of Health and appropriates $1 million to the department to support the council.  The council consists of nine members and, in consultation with the Office of the Attorney General, is responsible for issuing a report to the Governor and Legislature related to anti-trafficking efforts the State may undertake as a host of the 2026 FIFA World Cup.  The members of the council are to serve without compensation but may be reimbursed for necessary and reasonable expenses incurred in the performance of their duties.

The bill also requires the council to develop a public awareness campaign, and the associated signage, related to the risk of human trafficking prior to and during the World Cup.

The bill requires the Office of the Attorney General to issue directives to law enforcement and prosecuting agencies in the State related to the identification of and response to the increased risk of human trafficking crimes prior to and during the 2026 FIFA World Cup.

Finally, the bill requires the Commission on Human Trafficking to meet to ensure the implementation of the council’s legislative recommendations before, during, and after the World Cup

The bill expires upon the submission of the council’s report or one year after the conclusion of the 2026 World Cup, whichever occurs later.

OFFICE OF LEGISLATIVE SERVICES

The OLS concludes that the State would incur a one-time expense of up to $1 million for the establishment and support of the Governor’s Survivor Leader Advisory Council in the Department of Health and for the development of a public awareness campaign regarding human trafficking related to the 2026 World Cup.  The council and the Office of the Attorney General are also required to release a report on their findings and recommendations and have other ancillary administrative responsibilities under the bill.  The OLS notes that the new Jersey Commission on Human Trafficking has already developed public awareness signage that offers a downloadable link on the website of the Office of the Attorney General.  The OLS cannot predict if the Governor’s Survivor Leader Advisory Council will utilize this signage or if something novel will be developed specifically for the World Cup.

If the full $1 million appropriation provided in the bill is not expended in the first year, the residual amount will be spent in the subsequent fiscal years until the full $1 million is exhausted.  The advisory council is to be dissolved upon submission of the required report or one year after the conclusion of the World Cup final, so no costs are expected beyond July 2027.
