·         The Office of Legislative Services (OLS) concludes that the bill will result in a State expenditure increase of up to $20 million in the first year the bill is in effect.  If the full $20 million is not expended in the first year, the residual amount will be spent in subsequent fiscal years until the full $20 million is exhausted.

·         The State expenditure increase would lead to a concurrent revenue increase for local government units and transit agencies within the State associated with grant monies received under the Mobility and Transportation Innovation Program.  The utilization of these funds on public transportation projects would constitute a local expenditure increase.

BILL DESCRIPTION

This bill makes permanent the Mobility and Transportation Innovation Pilot Program and expands the program’s ability to award grants to local government units and transit agencies to fund public transportation projects throughout the State.  Under current law, the program is only authorized to award grants to local government units and transit agencies within Mercer County.

The bill also establishes additional criteria for the Department of Transportation to consider when approving applications for the program and  provides that in order to qualify for a program grant, the transportation project is required to: (1) enable persons without a smartphone or credit card to access transportation services made available through the project; and (2) include wheelchair-accessible vehicles and an accessible mobile application as accessibility features that accommodate the mobility needs of persons with disabilities.

Additionally, the bill requires the department to submit a report annually to the Governor and Legislature that describes each project for which a program grant was awarded, specifies the amount of each grant award, and assesses the performance of the program.

The bill appropriates $20 million from the General Fund to the department to support the program.
