·         The Office of Legislative Services (OLS) finds that the bill will potentially produce annual State revenue and expenditure increases.

·         In response to an FY 2025 OLS Discussion Point, the commission indicated that it faced an upfront cost of $46,423 to set up a license plate program, which includes computer changes and an initial print run of 900 license plates.

·         There are approximately 39,400 veterans living in New Jersey with a disability rating of 30 percent to 90 percent.  The OLS estimates that approximately 10 percent to 50 percent of that population (approximately 3,940 to 19,700 veterans) will apply for the disabled veteran’s license plate.  Based on these assumptions, the OLS estimates that the bill will generate $59,100 to $295,500 in revenue from application fees for the disabled veteran license plates in the first year of enactment.

BILL DESCRIPTION

This bill requires the New Jersey Motor Vehicle Commission to issue special license plates for qualified disabled veterans.  The plates allow disabled veterans with a mobility disability to park in a parking space or zone that is restricted for use by a person with a disability, provided that the disabled veteran displays the veteran’s valid, unexpired qualified disabled veteran license plate on the motor vehicle while parked in the parking space or zone.  There is a $15 fee to the applicant for these special license plates
