Office of Legislative Services Estimate

Fiscal Impact

Annual

State Expenditure Increase

Indeterminate

·         The Office of Legislative Services (OLS) anticipates that this bill will likely result in an indeterminate increase in annual New Jersey Motor Vehicle Commission expenditures.  More information about the commission’s current record management practices is necessary in order for the OLS to determine the magnitude of the additional costs the commission may incur under the bill.

·         A 2015 report from the Office of the State Auditor indicated that the commission checks its database against the Social Security Administration database at the time license and identification documents are issued.  If the requirements of the bill can be satisfied by cross-referencing federal data more frequently within the current commission data management structure, then the cost will be substantially less than if the commission were required to utilize different federal databases, use new software to cross-reference federal databases, or otherwise change the way it compares State and federal records.

BILL DESCRIPTION

This bill requires the New Jersey Motor Vehicle Commission to compare, not less than once per month, the commission’s database records with the death records produced by the Social Security Administration and mark as deceased in the commission's database any individual who is listed as deceased in the administration’s records.

OFFICE OF LEGISLATIVE SERVICES

The OLS anticipates that this bill will likely result in an indeterminate increase in annual commission expenditures.  More information about the commission’s current record management practices is necessary in order for the OLS to determine the magnitude of the additional costs the commission may incur under the bill.

According to a March 2015 report from the Office of the State Auditor entitled “Motor Vehicle Commission Data Security,” the commission checks the records in its Driver Owner database against the administration’s database through an automated process at the time license and identification documents are issued.  The Office of the State Auditor recommended in this report that the commission recheck its database periodically against the administration’s database.  The bill will require such checks to occur every month.

In order to quantify the additional costs the commission may incur, more information about the commission’s current record management practices and the type of software programming that would be required to conduct a monthly comparison of the commission’s records with the death records produced by the administration is necessary.  If the requirements of the bill can be satisfied by cross-referencing federal data more frequently within the current commission data management structure, then the cost will be substantially less than if the commission were required to utilize different federal databases, use new software to cross-reference federal databases, or otherwise change the way it compares State and federal records.
