SENATE, No. 1577

STATE OF NEW JERSEY

DATED:  JANUARY 8, 2026

The Assembly Appropriations Committee reports favorably Senate Bill No. 1577 (1R).

As reported, this bill requires the Department of Transportation (department) to maintain the roadways that surround the State capitol complex.  Specifically, the bill requires the maintenance of specific sections of West State Street, West Lafayette Street, Barrack Street, and Memorial Drive within the City of Trenton.  Maintenance of these roadways is required to include road paving and snow plowing.  To assist in fulfilling the bill’s requirements, the department may consult or contract with any State agency, county, or municipality that is responsible for maintaining the adjoining portion of each of the roadways.

As reported by the committee, Senate Bill No. 1577 (1R) is identical to Assembly Bill No. 928 (1R), which was also reported by the committee on this date.

FISCAL IMPACT:

The New Jersey Office of Legislative Services (OLS) estimates that the bill will likely result in an annual $338,000 increase in expenditures for the State associated with the maintenance of specific sections of West State Street, West Lafayette Street, Barrack Street, and Memorial Drive within the City of Trenton.

The City of Trenton maintains the adjoining portion of the roadways surrounding the capital complex and could potentially experience revenue increases if the department decides to consult or contract with the city for maintenance.
