with Senate Floor Amendments

(Proposed by Senator TURNER)

ADOPTED: DECEMBER 18, 2025

      These floor amendments to the bill:

      (1) provide that the Department of Agriculture would administer the pesticide, herbicide, and fertilizer recycling program established by the bill, rather than the Department of Environment Protection;

      (2) provide that the Department of Agriculture would be required to hold one collection event per year in the northern, central, or southern regions of the State, on a rotating basis, rather than two collection events per year at each collection site;

      (3) provide that each participant in the program would be limited to disposing of a maximum of 2,000 pounds of pesticides, herbicides, fertilizer, or containers per year, with certain exceptions enumerated in the bill;

      (4) add a $1 million appropriation from the General Fund to the Department of Agriculture to implement the bill’s provisions; and

      (5) make technical and clarifying changes.
