SENATE MILITARY AND VETERANS' AFFAIRS COMMITTEE

STATEMENT TO

SENATE, No. 638

STATE OF NEW JERSEY

DATED:  MAY 16, 2024

The Senate Military and Veterans' Affairs Committee reports favorably Senate Bill No. 638.

Under current law, to be a member of the New Jersey Legislative Youth Council, a person must be a resident of New Jersey for at least 15 years, among other requirements.  This bill removes the 15-year residency requirement for military children, and instead requires a minimum residency of six consecutive months for a military child.

“Military child” is defined in the bill to mean a child of a full-time service member who is on active duty with the Armed Forces of the United States, whether the child is related by blood, marriage, or adoption.

This bill was prefiled for introduction in the 2024-2025 session pending technical review.  As reported, the bill includes the changes required by technical review, which has been performed.
