· The Office of Legislative Services (OLS) finds that the bill may result in a cost saving to the Division of Revenue and Enterprise Services in the Department of the Treasury and to the Department of Labor and Workforce Development. These savings result from businesses receiving email notifications for certain disclosures and announcements rather than receiving notices by paper or other forms of communication.
· While there will be modest costs to establish the electronic distribution process and to manage the email address lists, the OLS estimates that these costs will be more than offset by the savings from reduced printing and mailing costs.
BILL DESCRIPTION
This bill provides the option for a business that is required to register with the Division of Revenue and Enterprise Services to receive email notifications from the division and, as applicable, from the Department of Labor and Workforce Development, concerning new statutory and regulatory requirements and economic incentives affecting industries in which the business operates, rather than receiving notices by paper or other forms of communication. The bill allows a business that opts to receive email notifications to later request cessation of email notifications and resumption of notice by paper or other means.
FISCAL ANALYSIS
EXECUTIVE BRANCH
None received.
OFFICE OF LEGISLATIVE SERVICES
The OLS finds that the bill may result in a costs saving to the Division of Revenue and Enterprise Services in the Department of the Treasury and to the Department of Labor and Workforce Development. The bill provides a business with the opportunity to receive email notifications from the division and the department concerning new statutory and regulatory requirements and economic incentives affecting industries in which the business operates.
To the extent that businesses opt to receive electronic notification on statutory and regulatory requirements, both the division and the department will save the costs of printing and mailing required by the existing process. While there will be modest costs to establish the electronic distribution process and to manage the email address lists, the OLS estimates that these costs will be more than offset by the savings from reduced printing and mailing costs.
There are no data available on the proportion of businesses that will opt into the new process or the total spending on the existing manual process. In light of these factors, the OLS is unable to accurately forecast the potential cost savings that will result from the bill.
