ASSEMBLY TOURISM, GAMING AND THE ARTS COMMITTEE
STATEMENT TO
ASSEMBLY, No. 4589
STATE OF NEW JERSEY
DATED: DECEMBER 15, 2025
The Assembly Tourism, Gaming and the Arts Committee reports favorably and with committee amendments Assembly Bill No. 4589.
As amended by the committee, this bill would authorize the Legalized Games of Chance Control Commission to adopt regulations authorizing licensees that are federally tax-exempt nonprofit organizations with annual gross receipts of $50,000 or less to accept payment in the form of credit cards, debit cards, or other electronic payment device for the purpose of allowing an individual to participate in a raffle or penny auction.
COMMITTEE AMENDMENTS:
The committee amended the bill to specify that only federally tax-exempt nonprofit organizations with annual gross receipts of $50,000 or less may accept payment in the form of credit cards, debit cards, or other electronic payment devices for the purpose of allowing an individual to participate in a raffle or penny auction.
The amendments also remove bingos from eligibility to accept such forms of payment. Eligible organizations will only be authorized to accept credit cards, debit cards, and electronic forms of payment for raffles and penny auctions.
