ASSEMBLY COMMERCE, ECONOMIC DEVELOPMENT AND AGRICULTURE COMMITTEE
STATEMENT TO
ASSEMBLY, No. 4492
STATE OF NEW JERSEY
DATED: MARCH 20, 2025
The Assembly Commerce, Economic Development and Agriculture Committee reports favorably Assembly Bill No. 4492.
This bill requires the Governor’s office to review the application processing times within which State entities are required to issue permits, licenses, and certifications under current law, and empowers the Governor’s office to establish new application processing times for each type of permit, license, and certification issued by a State entity under current law. If a State entity fails to process an application within a newly established time frame, the bill requires the State entity to refund the amount of the application fee to the extent permitted by law.
Under the bill, each State entity that issues a permit, license, or certification is required to compile a catalog of the types of permits, licenses, and certifications it issues and to submit that catalog to the Governor. The bill specifies information State entities are required to include in a catalog. The bill requires the Governor’s office to review the State entity catalogs, and to establish recommended application processing times for each type of State-issued permit, license, and certification.
