· The Office of Legislative Services (OLS) concludes that the bill would result in a $10,065 decrease in annual revenues for the New Jersey Motor Vehicle Commission by eliminating the $15 fee charged for the issuance of certain specialty license plates.
· If more or fewer such license plates were issued in a given year, this fiscal impact would change accordingly.
BILL DESCRIPTION
The bill eliminates the $15 fee imposed by the New Jersey Motor Vehicle Commission for the issuance of a special license plate for any person who is a compensated, partially compensated, or a volunteer member of any fire department in New Jersey or any person who is a compensated, partially compensated, or a volunteer member of any first aid or rescue squad in New Jersey.
Additionally, the bill requires individuals to
annually renew the special plate. As part of the renewal, proof is to be
submitted that demonstrates the individual remains a bona fide member of a fire
fighting department or first aid or rescue squad in New Jersey.

The OLS concludes that this bill would result in an annual decrease in State revenues by eliminating the fee charged for the issuance of certain specialty license plates.
The bill eliminates the $15 fee imposed for the issuance of special license plates for certain members of fire departments and first aid or rescue squads in New Jersey. According to the commission, as of May 2024 there were 28,202 firefighter license plates in circulation and 1,366 first aid or rescue squad license plates in circulation.
The OLS estimates that the commission issues 641 firefighter specialty plates and 30 first aid and rescue squad specialty plates per year. With the elimination of the $15 issuance fee, the State would incur an annual revenue decrease of approximately $10,065. If more or fewer such license plates were issued in a given year, this fiscal impact would change accordingly.
