ASSEMBLY COMMITTEE SUBSTITUTE FOR

ASSEMBLY, No. 4220

with Assembly Floor Amendments

(Proposed by Assemblywoman LAMPITT)

ADOPTED: OCTOBER 28, 2024

      The First Reprint of the Assembly Committee Substitute for Assembly Bill No. 4220 revises the Statewide transfer agreements for the transfer of academic credit and reverse credit transfer at participating institutions of higher education and establishes the New Jersey Transfer Ombudsperson within the Office of the Secretary of Higher Education.

      These Assembly amendments:

·         expand the Statewide transfer agreement to require academic credits to be accepted by a participating institution for a dual enrollment agreement approved by the Secretary of Higher Education that permits dual enrollment or the concurrent enrollment of a student at both a public school in the State and an out-of-State institution of higher education;

·         clarify that an independent institution of higher education may elect to participate in the Statewide transfer agreement and the Statewide reverse transfer agreement;

·         specify that an independent institution of higher education which elects to participate in the agreements is subject to the same terms of the agreements as a public institution of higher education;

·         require the Secretary of Higher Education to approve or disapprove any dual enrollment or concurrent enrollment agreement in which the partnering institution of higher education is located out-of-State; and

·         update the synopsis of the bill to reflect changes made in these amendments.
