with committee amendments

      The Assembly Appropriations Committee reports favorably and with committee amendments Assembly Bill No. 3946.

      As amended, this bill authorizes the State Treasurer, on behalf of the Department of Children and Families, to sell and convey property located at 1600 Brooks Boulevard in the Township of Hillsborough, Somerset County.  The property contains approximately 4.3 acres of land and improvements.  The property is to be sold to the Manville Board of Education for the appraised value of $870,000.  If the property is not sold to the Manville Board of Education, then the property is to be sold through an Internet auction, with a minimum bid price of $870,000.

      Under the bill, the property is considered surplus to the needs of the State.

      The bill also requires the State House Commission to set the terms and conditions of the sale and conveyance.

      The property is the former site of the Hillsborough Social Services Office of the Department of Children and Families.  The property is located next to the Manville High School.

COMMITTEE AMENDMENTS:

      The committee amendments authorize the State Treasurer to sell and convey the property to the Manville Board of Education instead of the Borough of Manville.
