ASSEMBLY, No. 2929
with Senate Floor Amendments
(Proposed by Senator GREENSTEIN)
ADOPTED: MARCH 24, 2025
These Senate amendments:
· provide for the bill to apply to public water systems rather than public community water systems, and thereby expands applicability to include systems with fewer than 15 service connections used by year-round residents and systems which regularly serve fewer than 25 year-round residents;
· adjust the definition of a "customer" to include nonresidential customers;
· add a definition of a "non-paying consumer," and provide for certain provisions of the bill concerning water testing to apply to both customers and non-paying consumers, including in non-residential properties; and
· adjust the penalty enforcement authority established by the bill to provide authority to the Commissioner of Community Affairs to enforce penalties for certain violations by a landlord, and provide authority to the Commissioner of Environmental Protection to enforce penalties for certain violations by a public water system.
