OFFICE OF LEGISLATIVE SERVICES
The OLS estimates that this bill would lead to an annual State cost increase of approximately $64,000 to $128,000. The bill does not provide for worker training programs; instead, the Second Chance program would provide career connections between formerly incarcerated individuals and labor organizations. The OLS determines that resources of between 0.5 and 1.0 full-time equivalent employee would be needed to implement the provisions of this bill. To the extent that fewer or additional resources were required, the final costs may be higher or lower than the estimated amount. The OLS also notes that any reduction in recidivism rates resulting from this bill would reduce future State incarceration costs.
