SYNOPSIS
Requires public institution of higher education to establish gambling addiction prevention program.

An Act concerning sports wagering partnerships at public institutions of higher education and supplementing Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. A public institution of higher education participating in a sports wagering partnership with a sports wagering operator or intermediary shall establish a gambling addiction prevention program which provides students with educational materials that promote responsible gambling behavior. The institution shall provide students with information on a hotline for individuals with a gambling problem. The hotline shall be posted on the website of the institution and in each sports facility, dormitory, library, and student center, and any other facility or area on campus that the institution determines to be appropriate. 1At least once per semester, and as often as the institution determines to be appropriate, the institution shall invite and facilitate the presence of the Council on Compulsive Gambling of New Jersey on the institution’s campus for the purpose of providing information and resources relevant to compulsive gambling which shall include, but shall not be limited to, information regarding the potential risks associated with gambling, compulsive gambling counseling services, and options for gambling self-exclusion programs.1
b. As used in this section, “sports wagering partnership” means a partnership or contractual agreement between a sports wagering operator or intermediary and an institution of higher education, including an athletic department or booster club of the institution, for access to advertise in the institution’s stadiums and other facilities, in digital and broadcast sports content, and through other means.
2. This act shall take effect immediately.
