STATE OF NEW JERSEY

DATED:  JUNE 6, 2024

The Assembly Military and Veterans' Affairs Committee reports favorably and with committee amendments Assembly Bill No. 1131.

As amended, this bill requires funeral directors to notify the Department of Military and Veterans Affairs, by written or electronic communication, that they are in possession of unclaimed cremains of veterans, eligible spouses of veterans, or eligible dependents of veterans no later than one year after the date of cremation.  The bill also requires the Department of Military and Veterans Affairs to create and maintain an Internet-based central reporting system of the location and identity of unclaimed cremains of veterans, eligible spouses of veterans, or eligible dependents of veterans.

As amended, the central reporting system to be provided by the Department of Military and Veterans Affairs will assist and facilitate veterans organizations to locate unclaimed cremains of veterans, eligible spouses of veterans, or eligible dependents of veterans.

This bill was pre-filed for introduction in the 2024-2025 session pending technical review.  As reported, the bill includes the changes required by technical review, which has been performed.

COMMITTEE AMENDMENTS:

The committee amended the bill to update certain sections to current law and to include cremains of eligible spouses and dependents of veterans in the reporting requirements for funeral directors and the central registry to be provided by DMVA to reflect current law regarding requirements for funeral directors.
