STATEMENT TO

ASSEMBLY, No. 560

with committee amendments

STATE OF NEW JERSEY

DATED:  DECEMBER 4, 2025

The Senate Transportation Committee reports favorably and with committee amendments Assembly Bill No. 560.

As amended and reported, this bill requires transportation network company (TNC) drivers and individuals applying to become TNC drivers (applicants) to complete an anti-human trafficking training course, which is to be approved by the Attorney General.

Specifically, the bill provides that, upon approval of an applicant’s application to become a TNC driver, a TNC is required to:  (1) provide an applicant with an approved anti-human trafficking course within 90 days of approval of the application; or (2) confirm that the applicant has completed an anti-human trafficking course through another TNC.  The bill provides that the anti-human trafficking training course may be provided via web-based video or digital format and is required to include certain information outlined in the bill.

In addition, the bill requires each TNC to provide current TNC drivers with an approved anti-human trafficking training course within 90 days of the bill’s effective date or to confirm that the TNC driver has completed an anti-human trafficking training course through another TNC.

Under the bill, upon completion of the anti-human trafficking training course, a TNC driver is required to certify to any TNC whose digital network the driver uses that the driver completed an anti-human trafficking training course.  If a driver fails to provide a TNC with the required certification, the TNC is required to prohibit the driver from utilizing the TNC’s digital network to provide rides until the driver submits the required certification.

The bill also requires each TNC to create a list of drivers who did not provide the required certification.  Completion or failure to complete the anti-human trafficking training course will be noted in the each TNC driver’s individual record maintained by the TNC.  Finally, the bill clarifies that any information submitted by a TNC regarding its TNC drivers pursuant to the bill is not to be subject to disclosure under the open public records act.
