SENATE COMMERCE COMMITTEE

STATEMENT TO

SENATE, No. 3579

with committee amendments

STATE OF NEW JERSEY

DATED:  DECEMBER 18, 2023

The Senate Commerce Committee reports favorably and with committee amendments Senate Bill No. 3579.

As amended, the bill allows teaching experience to be considered when an out-of-State individual applies for a license from the New Jersey State Board of Cosmetology and Hairstyling. The teaching experience would have to be acquired in a school licensed or otherwise approved by an agency in the other jurisdiction in order to apply in New Jersey.  Consideration of teaching experience, allowed at the discretion of the board and as determined by the board, is to be equivalent to all or part of three years of prior practical experience working in a licensed shop.

As amended and reported by the committee, Senate Bill No. 3579 is identical to Assembly Bill No. 4798, as also amended and reported by the committee on this date.

COMMITTEE AMENDMENTS:

The committee amended the bill to allow the board to consider for an application for out-of-State individuals seeking licensure in New Jersey teaching experience, at the board’s discretion and as it determines, equivalent to all or part of three years of prior practical experience working in a licensed shop.
