      The Senate Labor Committee reports favorably, Senate Bill No. 3162 with committee amendments.

      This bill amends the effective date of P.L.2019, c.423.  In 2020, the effective date in P.L.2019, c.423 was changed to the 90th day next following the termination of Governor Murphy’s Executive Order 103, to exclude mass layoffs resulting from coronavirus disease 2019 pandemic from the severance requirements.  As amended, this bill provides that P.L.2019, c.423 will become effective on the 90th day next following the effective date of the bill.

      P.L.2019, c.423 revised the “Millville Dallas Airmotive Plant Job Loss Notification Act” by changing severance requirements for employers in the case of mass layoffs, or termination or transfers of operations.

      The amendments adopted by the committee changed the effective date from immediately to the 90th day next following the effective date of the bill.
