      This floor amendment would clarify that third-parties and residential customers, in addition to meter collar adapter manufacturers and electric public utilities, would be authorized to install, maintain, or service a meter collar adapter or associated equipment, provided that the work is performed by a duly qualified and licensed electrician or electrical contractor.
