with Senate Floor Amendments

      Senate Bill No. 2057 (1R) requires certain documentation of the needs of students with disabilities during school security drills and emergency situations and in school security plans, and requires staff training on needs of students with disabilities in emergency planning.

      These Senate floor amendments revise the bill to:

·         provide that employees of a school district or receiving school are to keep all exterior doors and exits locked except when necessary to comply with the requirements set forth in the fire code;

·         require all staff to participate in each drill conducted, to the greatest extent practicable;

·         make various provisions of the bill applicable to receiving schools;

·         define receiving schools;

·         require the Commissioner of Education, in consultation with, among others, the Director of the Office of Homeland Security and Preparedness to develop and disseminate a building security drill guide and training material;

·         require a school district, receiving school, and nonpublic school to ensure certain information is maintained in student records;

·         require a school district and receiving school to incorporate protocols into the districtwide school safety and security plan for communicating the individual needs of a student with a disability to certain third parties, when applicable, and in a manner that is in compliance with the “Family Educational Rights and Privacy Act”; and

·         change the effective date to the first full school year following the effective date of the bill.
