· The Office of Legislative Services (OLS) concludes the bill would result in State and local expenditure increases, and a local revenue increase, of up to $2 million to support the expanded Alternative Response to Reduce Instances of Violence and Escalation (ARRIVE) Together Pilot Program to make mental health services available to police departments responding to certain emergencies in up to six municipalities as designated in the bill. The bill appropriates $2 million to the Department of Law and Public Safety (DLPS) for this purpose.
BILL DESCRIPTION
The bill codifies and expands the ARRIVE Together Pilot Program and appropriates $2 million.
The purpose of the expanded ARRIVE pilot program is to provide accessible crisis intervention, mental health screening, or other support to individuals experiencing mental health crisis who have contacted or are engaging with law enforcement.
The county prosecutor’s office would be required to designate a crisis response support coordinator responsible for coordinating with the Office of the Attorney General to develop procedures for implementing the pilot program in each pilot municipality.
The bill also requires each pilot municipality, or pilot county, to contract with a nonprofit mental health service provider to provide support to the respective law enforcement agency when responding to a call that involves a person who is experiencing a mental health or substance use crisis.
The Attorney General or any other department may also seek assistance from the federal government, private foundations, and any other source to fund the pilot program established by the bill.
The bill requires the Attorney General to cause to be transmitted a report evaluating the implementation and operation of the pilot program expansion to the Governor and the Legislature within 90 days after the completion of the pilot program. The report is to recommend whether the pilot program expansion should be continued, modified, or made permanent.

The OLS concludes the bill would result in State and local expenditure increases, and a local revenue increase, of up to $2 million to support the expanded ARRIVE Together Pilot Program to make mental health services available to police departments responding to certain emergencies in up to six municipalities as designated in the bill. The bill appropriates $2 million to the DLPS for this purpose.
The OLS notes that the DLPS may incur certain minimal costs to initiate and administer the program, provide technical assistance to six designated municipalities, comply with the program requirements to effectuate the pilot program; and comply with the bill’s reporting provisions. To the extent that the department can utilize the appropriation and existing operational resources, any expenses experienced from these activities will be reduced.
