SENATE COMMUNITY AND URBAN AFFAIRS COMMITTEE

STATEMENT TO

SENATE, No. 652

STATE OF NEW JERSEY

DATED:  DECEMBER 1, 2022

The Senate Community and Urban Affairs Committee reports favorably Senate Bill No. 652.

This bill permits the governing body of a municipality having a population of 30,000 or less to serve as the municipal board of health.

The bill also ratifies, validates, and confirms all proceedings had, or actions taken, prior to the effective date of the bill by a municipal board of health comprised of the members of the municipality’s governing body, notwithstanding that statutory law at the time of the proceedings had, or actions taken, did not expressly permit municipal boards of health to be comprised of the members of the municipal governing body.

This bill was pre-filed for introduction in the 2022-2023 session pending technical review.  As reported, the bill includes the changes required by technical review, which has been performed.
